Federal Subsistence Board / Office of Subsistence Management (OSM)

The Federal Subsistence Board sets the subsistence fishing and hunting rules on federal public lands and waters in Alaska (for the Y-K Delta, mainly the Yukon Delta Refuge). Any rural resident can submit a proposal to change a regulation: the wildlife proposed rule opens in January of odd years (next: January 2027, open about 45 days) and the fisheries rule in January of even years (next: January 2028). Proposals, special action requests and questions go to the Office of Subsistence Management in Anchorage at 800-478-1456 (toll-free) or 907-786-3888, or [email protected]. The Yukon-Kuskokwim Delta Regional Advisory Council (RAC) meets each fall and winter in the region and takes public testimony.
